European construction activity expected to decline – Civil engineering proves resilient
Total construction output in the EUROCONSTRUCT 19 area is expected to fall in 2023, with an even sharper decline forecast for 2024. Most of the 19 markets are experiencing a slowdown, due to the sharp rise in interest rates and construction prices, persistently high inflation, loss of household purchasing power, weaker economic growth, tighter public budgets and falling house prices. At the current level of interest rates, the comparison of returns on property investments is also hampering growth.

The European construction sector has recovered strongly from the COVID pandemic, but since last year it has faced new challenges that have created uncertainty about future developments. Already existing supply shortages have been exacerbated by the war in Ukraine, which has led to soaring inflation rates and the need to raise interest rates.

Taco van Hoek has been the Economic Institute for Construction and Housing (EIB) managing director since 2006. From 2001 to 2006 he was a deputy director at the Central Planning Bureau, the main advisory body for the Dutch Government on economic affairs. In the period from 2006 onwards the EIB has published numerous reports on the developments within the construction sector as well as in-depth analyses of policy issues related to various markets that directly and indirectly affect the construction and the built environment. At the conference, Taco van Hoek will present the latest results of a scenario study for the Dutch Construction Sector and what can be learned from this study from a broader international perspective.

Specialist for Construction Markets, Austrian Institute of Economic Research
Michael Weingaertler is a construction market expert at the Austrian Institute of Economic Research (WIFO), focusing on the analysis and forecasting of construction markets. As part of the “Structural Change and Regional Development” research group, he works on aspects of the construction market such as macroeconomic issues, innovation, sustainability and housing policy. He has been closely associated with the Euroconstruct group for 25 years. He contributes to Euroconstruct publications, organises conferences and is responsible for the network’s online activities.

Dr. Josep R Fontana is head of market research at ITeC and has more than 30 years of experience in the construction sector. In November last year, the publication of a mildly recessive housing forecast for 2023 and 2024 should have not taken anybody by surprise at all. Six months later, after the collapse of a couple of banks, should we keep playing it down or is it time to start worrying about the European residential sector? Josep Fontana will try to answer the question, bringing out the forecast re-visions and analysing them with the critical view of a witness of the housing melt-down of 2008.

Ludwig Dorffmeister, industry specialist at the Munich-based ifo Institute, has been monitoring the construction sector in Germany for about one and a half decades now. For the market analysis, he can draw on a large number of in-house survey results, as well. In Amsterdam, he will speak about the European non-residential market. Last November, the EUROCONSTRUCT network predicted reaching the pre-Corona level finally in 2025, whereas the outlook for the new build segment was more cloudy. How have the assessments changed half a year later against the back-drop of the various influencing factors (construction prices, inflation, financing)?

Bjørn Erik Øye is the partner and co-founder of Prognosesenteret Norway and Swe-den. Economist and building engineer. More than 40 years of experience in analysing the European construction markets. Member of the Euroconstruct network for almost 30 years. In Amsterdam, he will speak about the civil engineering market. A part of the construction markets that has always been a safe haven when the economic cycles have tumbled the other sectors up and down. New challenges related to environmental issues combined with new technologies will perhaps lead to fundamental changes in the future needs for public infrastructure – which again will have huge impact on the type and size of the investment.

The history of The Grand’s building begins in 1411 as two monasteries: St. Catherine’s Monastery and the Cecilia Monastery.
